| Right to Control aims to give disabled people greater choice over the support that they receive. This programme takes personalisation to the next level, bringing legislation through the Welfare Reform Act 2009 to streamline the funding streams into a single budget. This budget is then allocated to meet agreed outcomes.
The funding streams included are
- Access to Work
- The specialist employment programme (currently WORKSTEP and Work Preparation)
- The Independent Living Fund
- Disabled Facilities Grant
- Non-statutory housing related support (Supporting People)
- Disabled Students’ Allowance
- Community Care
The Right to Control will be piloted in Trailblazer sites from December 2010. The eight trailblazer sites are
- Barnsley Metropolitan Borough Council and Sheffield City Council
- Essex County Council
- Greater Manchester, including Manchester City Council, Oldham Council, Bury Council, Stockport Metropolitan Borough Council and Trafford Council
- Leicester City Council
- London Borough of Barnet
- London Borough of Newham
- Redcar and Cleveland Borough Council
- Surrey County Council (Epsom and Ewell Borough Council and Reigate and Banstead Borough Council
